There is no official publicly-announced release date. Google, T-Mobile, and others (HTC?) have said that Android devices will ship in the fourth quarter of 2008. One can argue that no operating system is ever "full-strength", in that they all keep changing, mostly better, sometimes worse. Hence, I don't know what to tell you on that point. With respect to when applications will be available, the ADC Round 1 winners are (presumably) shipping at the time the devices are available, along with applications from Open Handset Alliance partners and firms they might make special arrangements with. How many other applications will be available when the devices ship depends on when the next SDK release is made and how much advance warning we get of the ship date so people know what timeframe to target.
