I saw this application when buying a 2nd car a few years ago. It's nothing fancy, just a local database with all the car pricing, models, trims, etc.
The problem is not technically doable or not. Certainly doable. The problem is the license for the data. The cost of it is something like $299 a year or something like that. Like I said, software programming for this local catalog is trivial; license is the key.
