With respect to invitations to the press conference, that's probably a T-Mobile thing, not a Google thing. T-Mobile at least got invites to some members of the Android community (e.g., phandroid). They may have focused more on bloggers than on developers, figuring it was a press conference, and the point of press conferences is to generate publicity. With respect to eval handsets, considering they're still covering the logos over with tape at events held as recently as yesterday, it's unrealistic to expect that anyone in the community would get their hands on one until at least the 9/23 announcement.
