If this is the case. I've found a striking workaround which has been
used on maemo, but it is tied to a considerable effort and involves re-
inventing the wheel... Check this out:

This app allows users to dynamically load map data from various
sources; open source preferably IMHO. This way, it seems the app
developers are off the hook because they never touch any map data.
This is deferred to run time and individual users following license
agreements. I am no licensing/legal expert but perhaps someone can
shed some more light on it.
And no, maemo-mapper cannot be ported to Android.
