We aren't yet displaying app permissions on the web site but will have to as multiple Android devices hit the market, as we will have to match the application requirements to the capabilities of the device. For instance, if the android device doesn't support location based services, then when a device hits the portal, we will know the capabilities of the device and will not even display LBS apps during discovery.
Having said that, your idea of doing an aapt dump is pretty good, a little parsing and we have the info. In regard to the user paying for an app before they accept the app requirements, this won't happen as we are delaying the charge until slideme gets an install-notify of the installation.
