I don't mind the $25 too much even though I write freeware, but it annoys a bit given the valuable feedback that many developers have given to help Android mature, which is decisive for its success. If the issue is to make sure that accounts are legitimate, Google could do a refund after you paid that $25. That would be a sympathetic gesture towards developers. Hey, they could even quadruple that $25 refund. ;-)
