Unfortunately we can't upload applications on behalf of developers, so it's down to the developer.
AndAppStore.com does have a RSS feed of new apps that Google can happily take from if they wish (it's powered by the Feedburner/Google back end already), but the impression I've been getting is that Google want developers to upload their own apps so that they can be held responsible for any problems.
