Al, I had that problem just when the source code was released and I just
kept repeating the 'repo sync'. If it gets stuck in the same place over and
over again, you could try deleting the whole tree, doing a new repo init and
then repo sync again. The latter was needed on one of my servers to get all
the code downloaded.
