With Shane's help, we have confirmed that there is a bug in the
system, and that attempting to upgrade between two versions of the
same application signed with different keys fails. This doesn't affect
applications installed through the Market, but all other sources are
affected. Such an upgrade can only be done by explicitly uninstalling
the old version before installing a new version. Situations where such
an upgrade was attempted and failed can be recovered by re-installing
the old version, uninstalling it, and then installing the new version,
exactly like Shane describes.
