As Al Sutton said, there were reports that the IM systems were flaky.
For T-Mobile and Google it was probably a matter of deciding whether
the service was enough benefit to enough users (possibly in terms of
users choosing whether or not to buy the phone based on the IM
protocols it supports) to warrant having to deal with the support
requests it will generate. They can't easily pull it from the US
version, partly as that would cause support requests itself, but they
can easily omit it from the UK version to reduce expected volume of
support requests.
