I may have found the solution to your problem, there is a post on the android market forums about this and a google dev replied with the following two options:
1) You may have to wait for Tmo to add your code, there is nothing you can do about this but wait (I guess you could try to call Tmo?) 2) Try running GTalk (IM -> Google Talk), I assume that google talk's sync service can hang and when you launch it then it will fix the problem and your downloads will start, personally this corrected my problem and all the downloads started soon after.
