In the case of an Android-like OS, you need hooks in the OS to modify 
network devices and routes as a normal user.

Focus less on things that they're not going to support (root access) for 
security reasons. Focus instead on the desired functionality (VPN 
access) and what needs to be added to Android to add that functionality.

Or you use the Web UI, depending upon the model. Works fine. I've done 
it a few times myself.

HTC historically had a good track record of flashing updates (see the 
xda-developers work). I don't know if they had to somehow get the keys 
to make their stuff work, or if the G1 is locked down more than other 
HTC devices. It's certainly disappointing that you can't load your own 
firmware (at least, not presently), and I can only hope that other 
devices (e.g., the rumored Asus device) will support that feature. But 
this is a hardware issue more than an Android issue -- there are plenty 
of other non-Android devices with similar flashing limitations, AFAIK.
