Justin, I've seen this behavior as well FYI. Not only that I've had my cpu utilization stay at 100% and the phone got so hot I had to remove the battery because it wouldn't power off by the power button. This happened after the latest firmware update.
I've got quite a few apps (~35) installed and I have no idea which one was running when that happened. Currently using 'NetMeter' and 'TaskSwitcher' I can see that I have the browser running in the background on the google search page and 'NetMeter' running. My CPU load is 90% wit 2.6% being used by the kernel, the rest by apps. I can't get a better breakdown than that I'm afraid. It would be nice to have a 'ps' and 'kill' command for this scenario. If I reboot the phone it returns to 'normal' even after launching the browser. My guess is that the background resource manager isn't doing its job properly. If you'd like more information I can provide it.
