In the UK Pre-payment of import duties by the sender is possible (see 
http://customs.hmrc.gov.uk/channelsPortalWebApp/channelsPortalWebApp.portal?_nfpb=true&_pageLabel=pageTravel_ShowContent&id=HMCE_CL_000014&propertyType=document#P120_11569)

I would expect several other countries operate similar schemes.
