I'm betting paid apps will arrive with rc33, since it includes a marketplace update. I don't see them doing 2 pushes back to back..
Apps on sd is still a -very- long way away. (And "sales will fall" is all well and good, except sales are zero now... so... yeah. And I would be -very- surprised if you couldn't uninstall/reinstall purchased apps as frequently as you chose for free.)
