Do you mean those URLs we have seen in the past at
android.clients.google.com are not used by the upgrade process?  They
are just independent zip files?

Or do you mean they are official URL(s) that are used by the upgrade
process, but there is no official release of the URL(s) to anyplace
other than the upgrade process itself (not published or given to
anyone other than the people that run the upgrade process)?
