First quarter doesn't end til March 31st so why would the WSJ throw out
that:

 

 "This week Google will start allowing developers to charge for software
sold through the Android Market, according to people familiar with the
matter."

I'm sure it's pretty much the same deal as the launch of the Android Market.
There will be a group of beta-testers and advanced providers who have
validated that everything works. Google will launch with that for a week or
two and then open it up to the general developer community.
