The problem is that it gives their apps great visibility in a very
crowded market _which the app would not have had if they charged for
it from the beginning._

It's worth reading about the perceived problems with the iPhone app
store to get some feel for what this policy and the 24-hour return
policy are meant to avoid.

I don't see anything stopping a developer from noting that the paid
app is a version of the free app, and suggesting potential buyers look
at the reviews of the free app.
