The only option to make things happen in "the correct sequence" would
have been to not distribute ADP1 as long as images couldn't be
available, which means that ADP1 itself still wouldn't currently be
available.

I'm not convinced that this was a better option, but that's a personal
opinion and you're definitely free to disagree with me (even more than
usual).
