Using a stock T-Mobile G1 I get the permissions page and a GPS location even if I have wifi and all the location sources turned off (and I'm not entirely sure that's a good thing).
I did, however, hit the never allow link on one occasion which stopped me being asked for permissions, but that was purely because my finger is way too fat to hit the (rather small) allow check box accurately.
