it'd be a mess, but theoretically doable.  the issue is that Firefox
is written in C/C++ and Android apps have to be in (modified) Java.
to get around this with a rooted phone, you could do this Debian/X/VNC
hack: http://imandroid.org/2009/02/25/run-x-windows-within-android-via-x11-hack/
and then just compile Firefox/Fennec for Debian Arm.

I can't imagine this would be very usable.

Otherwise, it'll be a huge undertaking to port the Firefox/Fennec code
to run on the Dalvik VM.
