Actually, it supports tags (they're called labels), but that's probably not obvious if you're not a project member. Type-Defect, Type-Enhancement or Priority-Medium are 3 such labels. Some others are predefined (like Component-Tools) and others can be added as predefined, and the system also supports free-form labels. It's not ideal (in general, the entire bug system on code.google.com is a bit too "light" to support something as large as Android), but it's there.
I'll actually argue that threading isn't necessary (and I don't think you had mentioned it). If an issue is so complex that progress to resolve it can't be followed linearly, it should be split into multiple issues.
