Rooting in itself is not illegal.
Like others said, you may not own the phone outright, and then
modifying it someway, like rooting it, may violate the contract.

Don't hold me on this, but i think T-mobile's contract does not
prohibit it.
When you buy the phone from T-mobile in the USA, you own the phone.
You can throw it into the toilet if you want. The subsidies that T-
mobile gives you on the phone when you get a contract with them is
covered by the 1 or 2 year duration of the contract and the penalty
you pay when you end the contract prematurely.

Of course, they may not like it and the warranty on your phone
probably gets voided.

For other countries and other carriers, this story may be different.

But in no way, i think, Google can prevent you from doing that.
