Google has allowed the tether app again, but only for markets outside
the USA (i.e. non T-Mobile USA).

My question: Why only have the burden of the Android Market being
somewhat controlled by carriers (e.g tether-app verboden), but not the
advantages (royalty payments through user's phone-bills)?
