For comparison, paypal in Germany, Switzerland (and I believe Austria), does offer to fund your paypal payments automatically by pulling money from your checking account. Or take Google adwords: Creditcards, Bankeinzug (which is yet another word for receiver initiated account transfers). This basically works by having an account as a commercial entity, and by signing a contract with the bank, ... The curious thing is that for Google adwords Googles does accept payment via account, for Google Checkout it does not.
