Below is a nice example of a UI design for people with a visual
impairment. It implements a dialer on the G1:

The design uses relative positioning of the finger (where i put my
finger is always a '5'), common knowledge ('2' is above '5', '8' is
below '5', etc) and tactile feedback (vibration and sound) to allow
for dialing without looking at the phone's screen.
