In general, my policy is to develop for the most primitive version of
the toolkit that supports the features I want.  This guarantees the
maximum audience.  If you were to develop under 1.5, only people with
the 1.5 version of the OS on their phones would be able to use your
software.

I sometimes regret upgrading to the 1.1 version of the SDK, just out
of fear that there might be 1.0 Androids still in service.
