That is generally what the comment and rating system is for, however, some better search criteria would be nice and user response forms with greater details would be nice. Typed reviews are nice, but you get too many morons for them to be much use. Rated typed responses would be nice (sortable by the responses' ratings), and form reviews where different aspects of the program are rated independently would be nice rather than just rating the program on a whole (which too easily allows morons to just low rate the app out of malice). The output of form responses can be used to generate an average overall rating that would actually be useful for application selection. On top of that, demographic analysis of those making the ratings - i.e. divide users by their downloading/buying history - that way you would be able to filter program responses by, for example, people who download more business applications (who would be more qualified to rate business applications), or people who download mostly card games. This would be great for all kinds of statistical analysis of program qualities and would allow all applications to still be available on the market while providing all the information that you would need to weed out the crap (of which there seems to be a LOT).
Now come on Google. If you don't have the manpower to implement these ideas, then open and hand over the market project to the community and let us fix it for you for free!
