2 thoughts: 1.) it's not yet there. Google is enabling developers and paid apps country by country. 2.) Android is not a closed market platform. It's completely valid to sell apps without the Android market. For a prominent example, see EA mobile's Tetris, Monopoly and Bejeweled games.
