I don't think Google will give out how it calculates the 'popularity'
ranking, like it won't give out the algorithm for its 'page rank'
calculation. They probably do this to avoid people gaming the
calculations.

I think it is based not only on total items sold and user-rating, but
also on installed base (=(total downloads - uninstalls)/total
downloads) and probably some other factors as well.
