My app's active install jumped from 3618 to 6953, while the total download
increased only about 100. I can't imagine that all a sudden 3000 users who
previously have uninstalled my app decide to reinstall it on the same day.

Something is very fishy.

My guess is that Google doesn't really know who has actively installed what
app. So when the numbers seems to low, they randomly add some back to make
everybody happy.

What is really bad about this is the "active install" is used in the market
ranking algorithm. So on the days of "active install tax refund", you'd see
the rankings get a big shake down. Well, this time it moved my app up by 6
places, so I guess I shouldn't be complaining ....

... but I don't think this is right.
