I haven't seen an app that captures the screen (note to self: make this app ;-), but you can do a screen capture from eclipse on Windows. I'm not at my development machine, but I think it's on the "Devices" view that shows your connected devices & emulators. On the upper right of the view's toolbar there is a drop-down that includes something like "Capture Image".
