There are several ways... you can get the code to unlock the phone
(you can find people who sell those on the web), after a certain
period of time, you can ask T-Mobile to unlock your phone AFAIK... or
you could buy the Android Developer Phone.

Keep in mind that AT&T is using a different frequency for 3G, so you
will never be able to use AT&T's 3G with the radio that it's the
current versions of the HTC Dream.
