I'm in Luxembourg and I've bought a retail unlocked G1 in January (from US). I immediately got an OTA for RC30 and another OTA for RC33 in the beginning of February. So it seems that OTA updates are working everywhere (no matter if you are on a T-Mo network or not).
I also know that OTA updates are generally planned on 2 weeks to prevent that all phones are updated at the same time. And for your information, Cupcake has not been released officially yet : only a few mobiles have been updated in order to check the viability before launching the official (and expected) OTA.
