Uh, yeah, you could say that.

To be blunt, most of what you wrote is scary. So, let's focus on the good
stuff!

Having pre-configured Linux images (VMWare, VirtualBox, etc.) with a full
build chain that one could run would be a benefit. This has nothing to do
with what Android runs on, but it would certainly be useful. Useful enough
that I seem to recall somebody saying they were doing it, but I forget the
details.

Not everyone would want the overhead, but particularly for people casually
interested in Android development, it'd be a nice jumping-off point.

Another fine concept, assuming somebody's contributing the videos to the
project or something.

That would be an issue to take up with your carrier (if you got the device
from an authorized source) or possibly the device manufacturer (if you got
the device elsewhere, e.g., eBay). Considering the interference with
speakers I've seen with some phones, the behavior you describe seems
plausible.
