Android's releases are (sorta*) open source. Most development (and bug
tracking, etc) is still done in closed source repositories, so the number of
engineers focusing on those repositories is a valid question. That will
change when they get the developers working externally in repo and gerrit
and such, but that isn't now..

(* Sorta as in the releases - sdk, emulator and device - all depend
on/contain a ton of closed source pieces. There is no working "pure" open
source version of - for example - calendar due to these dependencies. The
open source version for ADP1 - with almost a dozen closed source libs and
files added - is not even capable of making/receiving calls without hacks
due to lack of provisioning.)
