There are most definitely legal "issues", however, depending on what
you want to do with it, there may or may not be legal PROBLEMS. For
example, if you wish to sell an android device to which you have
generated a customized version of Android, it will be required that
you provide the source code for modifications to existing components
if those components are licensed under GPL. Generally, you should read
all of the applicable licenses for the components of the system you
wish to port. Of the various components, the majority of it is
licensed under either GPL(v2 or v3) or Apache licenses. Read those
licenses and if you don't understand them, consult a proficient
lawyer.
