I think it's fair to say that uploading a bulk copy of your app with no changes is in no way interpretable as "fair use". At any rate, the same thing would apply if there was a UK specific form! You can't do takedowns when just anybody says so, competitors would love it (they already abuse the DMCA takedown process).
