Interesting, I read it quite differently. The phrasing of

suggested to me that the word "applications" here is referring only to
Android applications. I hope your interpretation is correct since it seems
fairer.

Of course no one will know until the final terms are published -- and then
clarification might still be needed. The problem of distinguishing a 'new'
application from an 'old' application seems intractable to me, but maybe
Google's legal department is as elite as their engineering staff.

Since I don't plan to enter an application it's mostly academic to me (I'm
still working to get a release of my entry for the last challenge done!),
but I'm still very interested in how things work out.
