In China, YES. These blocks are set up by your government to limit access to certain websites that are considered dangerous. The law is defined as those rules set up by the government. Circumvention of laws is illegal, as in you are breaking the law to access google if your government has decreed that google is off-limits.
Further, it is against the law in most places to assist one in breaking the law in their region, even if it is not a law where they are from, therefore you are asking people to break the law WHERE THEY LIVE by helping YOU to break the law WHERE YOU LIVE.
