You said you're going on holiday next week but tried connecting today, so you're not roaming. Or did I miss something? Try it again when you're on holiday.
Assuming the setting works, it should do exactly what you want. My phone was preconfigured to disable roaming data, and I assume that is the case for all carriers that charge for roaming (probably all of them).
