If they'll accept a deactivate-by-software solution, then they're
basically just taking your word for it regardless of what OS you are
using. That being the case, just tell them that its been deactivated
and/or put a piece of tape across the sensor. You could also just not
tell them that your phone has a camera.

Outside of that, you'll need root access to the device and just delete
the camera components. This, of course, depends on your ability to get
root, which may or may not be easy/possible depending on how the
manufacturer configured the device.
