I think an open pre-release area is probably better than requiring one
to login.
Or at least allow one to see the descriptions of the pre-release apk
and then you can choose whether to login to download (and then comment
on) it or not.

I am guessing most users to your site did not login to download apks,
right? (U should be able to tell from your site statistics.)
