Great article but I doubt that will actually happen anytime soon. Even if that becomes true, there is always a reason that a locally installed apk is required. E.g. patchy 3G coverage.
I think it is more like Google do not see themselves making much profit through Android Market. Hence, not willing to put more resources on it.
