Android is not readily deployable on arbitrary mobile devices. It
requires a lot of work, such as compiling a kernel compatible for the
phone, that is not trivial for the general consumer. There is also the
issue of hardware compatibility, Android currently has certain
requirements, such as screen size and input methods, which make it
unsuitable for a lot of phones currently on the market.

In short, you need to buy an Android phone... Or if you are an
adventurous developer, you can download the Android platform source
code and build a port for your phone.
