You can't use it talk,text and you can't have a phone number routed through cellular networks. Maybe you can call it Ultra Mobile PC. It's for those who want to carry their multimedia, emails and have access to some internet services without having to pay for a high-end phone (those devices supposed to have larger screen and usually depend on WiFi rather than cellular networks, that's why I said it almost falls with the same category with ipod touch).
