They've been around before and it is a scam. If you check their
website, you will most likely find that they are already hosting your
app regardless of asking you. You will never see one thin dime from
them. My guess about this contact is that they just want to get access
to the source or a version localized to their language, and in the
end, you will be burned.

And FYI: the China mobile app market is substantially less than 2B.
Most of China's population doesn't even have running water.
