 I am cross-posting from android-developers since I got no responses
from there. Hoping someone here will help

 Is it possible for me to replace the underlying map in mapview with a
local image which has geo-referencing information. Say a bmp with
known vertices for lat/lon * E6, or a geo-referenced jpeg or tiff
file.

 I ask because it is likely that the experimental application I am
creating will have the requirement of displaying an underlying "map",
but will _NOT_ have access to the internet to retrieve the map. In
such a
case, I have the option of not using the right maps-api key, or not
enabling internet (using the manifest xml file). But this will just
give me a gray grid. What I would like to have is the ability to load
a local image as the underlying map, and then use overloaded controls
for the Overlay when zoom or pan occurs to determine the new vertices
and load the appropriate background map image.

 I know this is reinventing the wheel, I don't know of any other
options if using the internet connection is not allowed.

 Any ideas (or potential solutions) are welcome.
