Delay is pretty much the norm in telecom. A good rule I found is that take any estimate and multiply it by 3. This was surprisingly accurate when I worked in the carrier space. There are a number of reasons for this, the biggest being poorly defined requirements and multiple groups stuffing in (or expanding) critical requirements at the last minute.
