I offered up the AndAppStore licensing system before (its' is a fair bit more secure than the existing copy protection) and got a "thanks but no thanks" and had the impression they were working on something. This was several months ago now though so my impression could have been entirely wrong.
They're still welcome to use it, but whatever they do it should be an open solution usable by 3rd parties without a requirement to involve Market.
